1. The Government of the Republic of Senegal has obtained a loan from the World Bank to finance the cost of the Projet national d'Appui au Pastoralisme au Sahel (PRAPS 2-SN) under the supervision of the Ministry of Livestock and Animal Production (MEPA) and intends to use part of the sums granted under this financing to make the payments provided for under the contract[1] "Construction of two (02) livestock markets in Keur Momar Sarr and Vélingara Ferlo and rehabilitation of two (02) livestock markets in Payar and Bondji in the regions of Louga, Matam and Tambacounda", Matam and Tambacounda "For this contract, the Borrower shall use for payments the disbursement method entitled "Direct Payment", as defined in the World Bank's Disbursement Guidelines for Investment Project Financing (IPF). "

2. The Ministry of Livestock and Animal Production (MEPA) hereby invites Tenderers from eligible countries to submit Tenders under closed cover, for the said works divided into four (04) lots for a period of six (06) months each:
● Lot 1: Construction of a livestock market at Keur Momar Sarr in the Louga region;
● Lot 2: Construction of a livestock market in Vélingara Ferlo in the Matam region;
● Lot 3: Rehabilitation and extension of the Bondji livestock market in the Tambacounda region;
● Lot 4: Rehabilitation and extension of the Payar livestock market in the Tambacounda region.
NOTA BENE: a company may not be awarded more than two (02) lots.

3. Procurement will be conducted through international procurement using a Tender Document (TD) as defined in the "World Bank Procurement Rules for FPI Borrowers: "Rules for Borrowers - Procurement in connection with the Financing of Investment Projects of the World Bank ("the Procurement Rules" July 2016 edition, revised in November 2017, August 2018, November 2020 and September 2023), and is open to all Bidders from eligible countries.

The qualification requirements are :
1. Financial resources
a 1) Sales :
● Lot 1: - Have achieved an average annual turnover from construction activities over the last five [05] years (2018, 2019, 2020, 2021 and 2022) at least equal to two hundred million (200,000,000) FCFA which corresponds to the total mandated payments received for contracts in progress or completed over the last five (05) years (2018, 2019, 2020, 2021 and 2022);
● Lot 2: Have an average annual turnover from construction activities over the last five [05] years (2018, 2019, 2020, 2021 and 2022) at least equal to two hundred million (200,000,000) CFA francs, which corresponds to the total mandated payments received for contracts in progress or completed over the last five (05) years (2018, 2019, 2020, 2021 and 2022);
● Lot 3: Have an average annual turnover from construction activities over the last five [05] years (2018, 2019, 2020, 2021 and 2022) at least equal to ninety-five million (95,000,000) CFA francs, which corresponds to the total mandated payments received for contracts in progress or completed over the last five (05) years (2018, 2019, 2020, 2021 and 2022);
● Lot 4: Have achieved an average annual turnover from construction activities over the last five [05] years (2018, 2019, 2020, 2021 and 2022) at least equal to ninety-five million (95,000,000) CFA francs, which corresponds to the total mandated payments received for contracts in progress or completed over the last five (05) years (2018, 2019, 2020, 2021 and 2022).
Provide financial statements certified by a firm or chartered accountant approved by the Ordre National des Experts Comptables et des Comptables Agréés du Sénégal (ONECCA) or similar for the five (05) years 2018, 2019, 2020, 2021 and 2022) demonstrating only the current soundness of the applicant's financial position and its long-term profitability.

a 2) Credit facilities:
The tenderer must provide proof of a line of credit issued by a bank approved by the Ministry of Finance and Budget for an amount of :
● Lot 1: forty-one million (41 000 000) FCFA ;
● Lot 2: forty-one million (41,000,000) CFA francs;
● Lot 3: twenty million (20 000 000) FCFA ;
● Lot 4: twenty million (20,000,000) FCFA.

Specific experience: Have carried out as main contractor, member of a consortium[2], general contractor or subcontractor[3] a minimum number of two (02) similar contracts for a minimum amount of :
● Lot 1: one hundred million (100 000 000) FCFA ;
● Lot 2: one hundred million (100 000 000) FCFA ;
● Lot 3: forty-eight million (48 000 000) FCFA ;
● Lot 4: forty-eight million (48,000,000) FCFA.

During the last five (05) years as of January 1, 2018 and which relate to the construction of buildings in rural areas and in particular the construction of livestock buildings.
Duly signed proofs of services rendered are required for the contract to be valid.
Have the necessary key personnel and equipment (see page 51 of the CAD for details)
1) Staff per batch :
The following key personnel:
- One (01) Works Manager, Engineer in Rural Engineering, Civil Engineering or equivalent, with proof of involvement in 2 similar projects in the last 10 years as Works Manager;
- Two (02) Works Supervisors, Senior Technicians in Rural Engineering, Civil Engineering or equivalent, with proof of involvement in 2 similar projects in the last 5 years as Works Supervisors;
- Two (02) site managers, building technicians or equivalent, with proof of involvement in two (02) similar projects in the last 5 years as site managers.
2) Logistical resources and equipment for each lot

Proof of the existence of the vehicles must be provided in the form of legalized photocopies of the vehicle registration documents or duly legalized rental contracts or certificates of availability.

4. 5. The Tender Document in French may be purchased by all Tenderers from eligible countries by making a written request to the address below against a non-refundable payment[4] of fifty thousand (50,000) FCFA. The method of payment will be by cheque or cash. The tender dossier will be sent electronically. A copy of the tender dossier is available and can be consulted free of charge on site.

6. Tenders must be delivered to the address below no later than 09/01/2024 at 11 am GMT to the secretariat of the Coordination and Management Unit of the Support Project for Pastoralism in the Sahel PRAPS 2-SN located at the Ministry of Livestock and Animal Productions, Ministerial Sphere Ousmane Tanor Dieng of Diamniadio, Building C, 6th floor every working day from 8.30 am to 4.30 pm.
Tenders may not be submitted electronically. Any Bid received after the deadline for submission of Bids will be disregarded. The Tenders will be opened publicly in the presence of the designated representatives of the Tenderers and any person wishing to attend the opening of the Tenders at the address indicated below: conference room of the PRAPS 2- SN project at the Ousmane Tanor Dieng ministerial sphere in Diamniadio, Building C, 6th floor on 09/01/2024 at 11 a.m. GMT.

7. All Bids must be accompanied by a Bid Security in the amount of :
● lot 1: three million five hundred (3,500,000) FCFA ;
● lot 2: three million five hundred (3,500,000) FCFA ;
● lot 3: one million seven hundred and fifty thousand (1,750,000) FCFA ;
● lot 4: one million seven hundred and fifty thousand (1,750,000) FCFA.
The guarantee must be valid for at least twenty-eight (28) days from the expiry of the period of validity of the offer.
Tenders are valid for one hundred and twenty (120) days from the submission deadline.
