VOCATIONAL TRAINING AND ENTREPRENEURSHIP PROJECT FOR EMPLOYMENT IN BENIN (FP2E)

Construction work on seven (07) Technical Agricultural High Schools

1. On 14 December 2021, the Government of the Republic of Benin applied for Loan/Credit N°70110 from the World Bank to finance the Benin Vocational Training and Entrepreneurship for Employment Project (FP2E). The Agence de Développement de l'Enseignement Technique (ADET), the Project Executing Agency, proposes to use part of the funds to make authorised payments under the contract for which the Tender Documents have been issued. For this Contract, the FP2E Project will make payments using the Direct Payment disbursement method, as defined in the World Bank's Guidelines for Disbursements under Investment Project Finance. ADET, in its capacity as Project Owner, has mandated the Agence pour la Construction des Infrastructures du Secteur de l'Education (ACISE) to carry out the construction/rehabilitation works for ten (10) Lycées Techniques Agricoles (LTA) and seven (07) Ecoles de Métiers as part of the Projet de Formation Professionnelle et d'Entrepreneuriat pour l'Emploi au Bénin (FP2E).
2. The Agence pour la Construction des Infrastructures du Secteur de l'Education (ACISE), the Contracting Authority, under the authority of the Director General, is seeking closed tenders from eligible and suitably qualified bidders for the construction of seven (07) Lycées Techniques Agricoles. This general contract is divided into two (02) lots as follows:

Lots are indivisible and tenderers may bid for one or more lots at a time. Contracts will be awarded for one or both lots, taking into account any discount that may be offered by the tenderer if both lots are awarded, subject to the application of the qualification criteria as described in Section III of the Tender Documents (Evaluation and Qualification Criteria).
The estimated maximum duration of the works is fifteen (15) months for each lot, from the date of receipt of the service order to start the works.
3. The procedure will be conducted through international competitive bidding using an International Invitation to Tender (ITT) as defined in the "Procurement Rules for Borrowers seeking Investment Project Finance (IPF) of July 2016 revised in November 2017, August 2018, November 2020 and September 2023"), and open to all bidders from eligible countries as defined in the Procurement Rules.
4. Interested and eligible Tenderers may obtain further information from the Person Responsible for Public Contracts (PRMP) of ACISE at the address below: ACISE headquarters located on the 2nd floor of the Sainte Cécile building, 2nd street on the right after the Saint Michel church lights coming from the Dantokpa market, white building on the left in the corner of the street, PRMP Office; Tel: (+229) 20 22 50 39; E-mail: [email protected] and copy to [email protected]; [email protected]; [email protected]; [email protected] and read the tender dossier at the address mentioned above, every working day from 8 am to 12.30 pm and from 2 pm to 5.30 pm.
5. The Tender Document in French may be purchased by all interested Tenderers from eligible countries by making a written request to the address below against a non-refundable payment of one hundred and fifty thousand (150,000) CFA francs. opened at CORIS BANK Benin, in the name of ACISE and justified by the submission of a receipt for direct deposit of the payment into the said account. The tender dossier will be immediately given to the candidates in a physical version and/or sent electronically to the address of the applicant.
6. Tenders should be delivered to the following address Secretariat of the PRMP/ACISE located on the 2nd floor of the SAINT CECILE building opposite the Ecole Saint Augustin, Cotonou, quartier Saint Michel, Tel: (+229) 20 22 50 39; E-mail: [email protected]; and copy to [email protected]; [email protected]; [email protected]; [email protected]; no later than 18 January 2024 at 10:00 a.m. sharp (local time: GMT+1). Tenders may not be submitted electronically. Any tender arriving after the deadline for submission of tenders will be disregarded. The outer envelopes of the Tender marked "ORIGINAL TENDER", and the inner envelopes marked "TECHNICAL PART" will be opened in the presence of the tenderers' representatives and any other persons wishing to attend the opening of the envelopes at the following address: ACISE meeting room located on the 2nd floor of the SAINT CECILE building opposite the Saint Augustin School in Cotonou in the Saint Michel district, on 18 January 2024 at 10.30 a.m. sharp (local time: GMT+1). All envelopes marked "PARTIE FINANCIERE" shall remain unopened and shall be kept in a safe place by the project owner until the second public opening of the Tenders.
7. Tenders must be accompanied by a bank guarantee for the amount of :
● for lot 1: Three hundred million (300,000,000) CFA Francs or four hundred and fifty-seven thousand three hundred and forty-seven (457,347[1]) Euros.
● for lot 2: Two hundred and twenty-five million (225,000,000) CFA francs or three hundred and forty-three thousand and ten (343,010) Euros.
8. All Tenders must be accompanied by a Statement on Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH). The Tenderer shall undertake to comply with all other environmental and social clauses as specified in Section VII. Technical specifications and plan; chapter on Environmental and Social Requirements (ES).
9. Please note that the Procurement Rules require the Borrower to disclose information on the beneficial owners of the successful Bidder, as part of the Contract Award Notification, by completing the Beneficial Owner Disclosure Form included in the bidding documents.
10. A preparatory meeting with all tenderers will be held. The place, date and time will be communicated to the companies that have withdrawn the Tender Documents. Tenderers who so wish may also attend the meeting by videoconference. A link will be provided prior to the meeting.
11. Group site visits will be organised by ACISE. The date and time will be communicated to the companies that have withdrawn the Tender Documents together with the timetable for the site visits. The costs associated with this visit will be borne by each bidder. The presence of all tenderers at this visit is desirable and recommended.
