Contract title: Acquisition and installation of equipment for the reinforcement of the hydrometric network in the Senegal River basin, the SACI in the upper Niger and the Bani, divided into three (03) :
● Lot 01: Acquisition and installation of equipment for hydrometric stations (scales) and for capacity building at the DNH and DRH in Kayes.
● Lot 02: Acquisition and installation of automatic recorders and provision of services for automatic equipment over 2 years.
● Lot 03: Acquisition and installation of IT and data transfer equipment.

NB: The same tenderer may apply for one lot, several lots, or all lots, and may be awarded one lot, several lots, or all lots. If tenderers apply for more than one lot, a separate tender must be submitted for each lot. Tenders will be evaluated by lot.
The Government of the Republic of Mali has received a grant from the International Development Association (IDA) and the Green Climate Fund (CGF), administered by the International Development Association (IDA) "World Bank" to finance the Mali Climate Resilience Enhancement Project "HYDROMET-Mali", and intends to use part of this grant to make payments under the Contract for the Procurement and Installation of Equipment for the Reinforcement of the Hydrometric Network in the Senegal River Basin, the SACI in the Upper Niger and Bani Rivers [For this Contract, the Borrower will make payments using the Direct Payment disbursement method, as defined in the World Bank Guidelines for Disbursements under Investment Project Financing].

For this Contract, the Borrower may make payments using the Direct Payment method of disbursement, as defined in the "World Bank Guidelines for Disbursements under Investment Project Finance".
The Coordination Unit of the HYDROMET-MALI project is seeking firm bids from eligible and suitably qualified bidders for the acquisition and installation of equipment for the reinforcement of the hydrometric network in the Senegal river basin, the SACI in the upper Niger and the Bani.

The procedure will be conducted through national competitive bidding using a Request for Proposal (RFP) as defined in the World Bank's "Procurement Rules for Borrowers - Procurement under Investment Project Finance (IPF)" of July 2016 ("the Procurement Rules"), and open to all bidders from eligible countries as defined in the Procurement Rules and the "Guidelines on Preventing and Combating Fraud and Corruption in World Bank Group Loan-Financed Projects" revised July 2016.

The Tender Documents in French may be purchased by any interested Tenderer by making a written request to the address below against a non-refundable payment of the sum of One Hundred and Twenty-Five Thousand (125,000) CFA Francs. The method of payment shall be cash against the issuance of a receipt. The tender dossier will be sent, on request, by e-mail, or by local mail deposit only in Bamako or collected directly by the tenderer.

The qualification requirements are :

Eliminatory documents :
Copy of the purchase receipt of the tender documents ;
Certificate of non-bankruptcy of the applicant duly issued by the competent authorities and dated less than 3 months or a certified photocopy thereof;
Power of attorney of the person signing the submission (if applicable) ;

Memorandum of association (if applicable) ;
Similar experience attested to by certified copies of at least two (02) similar contracts for the supply and installation of hydrometric station equipment, installation of automatic recorders, advanced computer or meteorological systems or equipment carried out over the last five (05) years (2018, 2019; 2020; 2021 and 2022) for which "the average value of the two similar contracts is at least 200,000,000 CFA francs or the value of each similar contract is at least 200,000,000 CFA francs" supported by certificates of successful completion or by acceptance reports accompanied by the cover page and signature of the various contracts concluded with the public or semi-public administration or with international organisations.
NB: Newly created companies whose first balance sheet has not been drawn up by the date of submission of tenders are exempt from submitting financial statements and proof of similar experience. Their experience will be assessed in the light of their professional and technical capacities, through the experience and references obtained by their directors or employees.

Average sales over the last three years (2020, 2021 and 2022) at least equal to :
Lot 01: 215 000 000 F CFA ;
Lot 02: CFA F 500 000 000 ;
Lot 03: CFAF 125,000,000.
NB: A tenderer wishing to be awarded several lots must justify an average annual turnover greater than or equal to the cumulative average annual turnover required for the said lots.

Balance sheets or extracts from audited balance sheets or other audited financial statements for the last three (03) years (2020, 2021, and 2022) certified by a chartered accountant or attested by a certificate issued by a chartered accountant registered on the roll of the National Order of Chartered Accountants and Chartered Accountants of Mali and on the said balance sheets must appear the words "Balance sheets or extracts of balance sheets in accordance with the declarations made to the tax authorities" then attested by a certificate issued by the tax authorities signed and dated by at least two signatories from the tax authorities;
NB: Newly created companies that do not have a turnover for the last three (03) years (2020, 2021, and 2022) must provide an irrevocable bank certificate demonstrating without reservation that they have a line of credit in a Bank in Mali or an approved financial institution in Mali, recognised by the purchaser, in an amount in CFA francs, to finance certain costs of the performance of the contract, at least equal to the amount of the tender for the lot concerned.
A financial certificate or an unconditional and irrevocable written undertaking issued by a bank or financial institution approved in Mali proving that the bidder has at its disposal, either unencumbered liquid assets, or a line of credit other than the start-up advance, if any, in an amount at least equal to :
Lot 01: CFA F 65 000 000 ;
Lot 02: 150 000 000 F CFA ;
Lot 03: CFA F 40,000,000; to cover certain contract performance costs proposed by the tenderer;

Attestation of the tenderer's ability to provide a quality after-sales service during the 12-month guarantee period (technical availability and qualified personnel, speed of response);
Dated and signed curriculum vitae (CV) and certified copies of diplomas of personnel qualified in the installation and commissioning of equipment for hydrometric stations, automatic recorders, computer or meteorological systems;
Authorisation from the manufacturer or approved supplier authorised by the manufacturer ;
Brochure and catalogue of the equipment requested in French, including a description sheet setting out the characteristics of the equipment.
Installation plan or schedule for automatic weather stations
NB: Failure by the tenderer to provide the above-mentioned documents, or to provide them accurately, will result in the rejection of the tender.

Documents or items that could be eliminatory if they are not supplied following the regulations
Certified copy of the Trade Register or equivalent;
Certified copy of valid tax receipt or equivalent.

Documents to be supplied by the provisional successful tenderer :
Certified copy of the company's Articles of Association ;
Certified copy of the original certificate from the Office Malien de l'Habitat (OMH) ;
Certified copy of original tax identification card ;
Certified copy of the original certificate from the Institut National de Prévoyance Sociale (INPS).

Tenders must be delivered to the address below no later than 21 December 2023 at 10.00 a.m. GMT. Electronic submission of tenders will not be permitted. Tenders submitted late will not be accepted.

Tenders must be accompanied by a Tender Guarantee for an amount of :
Lot 01: seven million (7,000,000) CFA francs.
