The Republic of Chad has received a grant from the International Development Association (IDA) to finance the activities of the Energy Access Improvement Project (PAAET or Projet d'Acroissement de l'Accès à l'Energie in French) and intends to use part of this funding to make payments under the contract for the rehabilitation and densification of the Medium Voltage and Low Voltage network.

The Project Execution Unit of the Société Nationale de l'Électricité (CEP SNE) is seeking closed tenders from eligible and suitably qualified bidders to supply a single lot.

The procurement will be conducted through International Competitive Bidding (ICB) as defined in the World Bank's "Procurement Rules for Borrowers Seeking Investment Project Financing" of July 2016, updated in November 2017, August 2018, November 2020, and September 2023", and open to all bidders from eligible countries as defined in the said Rules.

Eligible and interested bidders may obtain information from CEP SNE, Service Passation des marchés, located at Quartier Béguinage, Av. SAHOULBA GONTCHOME, Rue 3054 next to the residence of the Niger Embassy. BP : 44 N'Djaména - Tchad Tel : (+235) 22 51 03 04 E-mail: [email protected] from 7 a.m. to 3.30 p.m. every working day and on Fridays from 7 a.m. to 12.30 p.m., local time and read the tender documents during the above-mentioned office hours.

Interested and eligible Tenderers may obtain a complete tender dossier in a sealed envelope or by electronic mail in PDF format in French by making a written request to the address mentioned below and against a non-refundable payment of One Hundred and Fifty Thousand (150,000 FCFA) or the equivalent in a freely convertible currency. The method of payment will be by bank transfer to the account entitled: CEP SNE RECETTES DAO N°60001 00002 32150011376 47, opened at ECOBANK TCHAD. Swift code: ECOCTDND IBAN TD89 6000100002 32150011376-47.

Tenders must be submitted to the address below by 19 January 2024 at 2 p.m. at the latest; N'Djaména time. Tenders may not be submitted electronically. The Tender must comprise two parts, namely the Technical Part and the Financial Part. These two parts must be submitted simultaneously in two separate sealed envelopes (two-envelope bidding process) in accordance with clauses 11 and 21 of the Instructions to Tenderers. One of the envelopes must contain only information relating to the Technical Part and the other envelope must contain only information relating to the Financial Part. Tenders submitted late will not be accepted. The outer envelopes of the Tenders marked "ORIGINAL TENDER", and the inner envelopes marked "TECHNICAL PART" shall be opened publicly in the presence of the Tenderers' representatives and any person choosing to be present at the address mentioned below on 19 January 2024 at 14 hours and 30 minutes, N'Djamena time. All envelopes marked "FINANCIAL PART SECOND ENVELOPE" shall remain unopened and shall be kept in a safe place by the Purchaser until the second public opening.
