Notice of Request for Quotations
Object: Acquisition of school kits for the winners of the "Little Reading Champions" game.
This invitation to bid follows the General Notice of Contracting for this project, which was published on the UNDB one line website of the World Bank.
As part of the PME-BENIN Project, it is planned to acquire school kits for the winners of the "little champions of reading" game. The market consists of only one (01) lot and will be awarded for the lot by the Buyer.
Participation in this request for quotation as defined in the World Bank Procurement Regulations dated July 2016, revised in November 2017, August 2018, and November 2020 concerns all eligible candidates who meet the conditions defined in this Request for Quotations.
The execution time for this market is 30 calendar days from the date of signature of the start-up service order.
The qualification requirements are:
Technical capacity and experience
having carried out as a main supplier at least two (02) similar services equivalent to at least once (01) the amount of the offer for a public administration or an international organization during the last five years (2018, 2019, 2020, 2021, 2022). To do so, the bidder must provide certificates of successful completion or reception reports accompanied by extracts from the contracts.
Financial capacity:
Justify having cash in the form of equity or a line of credit equal to 30% of the amount of the offer, justified by a certificate from a bank or approved financial institution or having a correspondent in Benin.
In addition to the documents required in point 4.1 of the Supplier's Instructions, the offer should be quoted exclusive of taxes and must also contain the following documents:
Copy of the trade register (essential document for evaluation);
IFU certificates in original or photocopy (essential document for final attribution);
Original of the CNSS certificate (essential document for final attribution);
Original of the tax certificate (essential document for final attribution);
The non-exclusion certificate from the order (essential document for signing the contract);
Original or photocopy of the Bank Identification Statement (essential document for final attribution);
Certificate of non-bankruptcy dated less than three (03) months from the date of submission of the offers (essential document for final attribution);
Certificates of successful completion or reception reports accompanied by extracts from the contract (eliminatory document for evaluation);
The technical description of the supplies (eliminatory document for evaluation);
The descriptive quantitative form (essential document for evaluation);
The signed market letter and initial each page that will constitute the contract in case your offer is accepted.
Bank's requirements regarding fraud and corruption;
The form for disclosing information on beneficial owners (essential document for signing the contract);
A guarantee statement in accordance with the model in the annex (eliminatory document for evaluation).
The offers remain valid for sixty (60) days from the deadline for submission.
Only bidders who have withdrawn the request for quotations are allowed to submit their offers.

The offers must be written in French and submitted in three (03) copies, including one (01) original and two (02) copies accompanied by an electronic version on a USB key, in a sealed envelope to the UATS 3 secretariat bearing the following mention: "Demande de cotations N°04/PME 3/MEMP/C-UATS/SPM/AA du 13 mars 2023 relative à l’acquisition de kits scolaires au profit des lauréats du jeu " les petits champions de la lecture." TO BE OPENED ONLY DURING THE OPENING SESSION OF THE ENVELOPES. Deadline for submission is March 28, 2023 at precisely 10:00 am.
The opening of offers will take place on the same day at 10:30 am in the meeting room of the Technical Support Unit and Monitoring of the PME 3 Program, located on the ground floor, in the presence of bidders or their representatives who wish to attend.
Offers that do not arrive at the above-mentioned date and time limits will be simply rejected and returned unopened, at the expense of the concerned bidders.
In accordance with point 13 of the Supplier's Instructions, the selection will be based on compliance with the essential provisions of the Quotation Request File and the lowest quotation.
